In most situations, yes, you can.  Federal law gives you the right to talk about your union or your efforts to join one at work when other non-work related talk is allowed and during non-work times such as breaks, meal times, or before or after work.  If you're allowed to talk about last night's television show, a book club, or your kid's soccer game, you can talk about your union or joining one.
